Hallaw was a lighteyes on Roshar.[1]
He was an Alethi landlord, of the princedom of Vamah or Aladar.[2]
He fielded an army against Amaram, who was defending the borders of the Sadeas princedom. Kaladin, at this point is familiar with his tactics, indicating that they had previews battles, knows that he is found of long arrow volleys.[1]
