Elthebar was a stormwarden in Dalinar's war camp on the Shattered Plains.[1]
Though it was unlikely for the stormwardens to be wrong about coming highstorms Elthebar didn't predict the one that occurred while Dalinar and Renarin were riding home from Dalinar's private conversation with King Elhokar. Dalinar and Renarin hardly got to Dalinar's warcamp before the storm broke free and were forced to hide in a barrack where Dalinar was caught by his vision.[2]
Dalinar first refused the aid of stormwardens but later he accepted them. Dalinar had wondered how they could do their work without reading.
