Nu Ralik was a secret deity worshiped by people of the Purelake on Roshar.

The Purelakers secretly worshiped Nu Ralik, while in public they swore by Vun Makak - Nu Ralik's spiteful brother. They publicly say things like "Vun Makak curse me as he wishes" or things like that. However in their head they thought of Nu Ralik only.

Foreigners were so stupid. Of course Nu Ralik was their god, but you always pretended that he wasn't. Vun Makak — his younger, spiteful brother — had to be tricked into thinking you worshiped him, otherwise he’d get jealous. It was only safe to speak of these things in a holy grotto.

As stated before, Nu Ralik is only sworn by in their holy grottos, but in the previous quote he is sworn by in public. This is significant because it shows how the convict knows he will die and it won't matter. It is also possible the convict was in shock and not thinking correctly.
