The Council of Five are the ruling members of the Parshendi. Each of the five is the elected leader of one of the Parshendi forms, but it hasn't always been this way. At first, the Five had all been dullforms, then all workers. It was only at the discovery of nimbleform that it had been decided that they would have one of each form. They had considered adding another to their ranks for each newly discovered form, but the discovery of stormform and the subsequent Battle of Narak meant that there was never an opportunity for such a thing.[1]
