Nissiqqan is a scribe in Yeddaw.
He is the deputy scribe of immigration on duty at Hauka's post the day Lift arrives at the city.[1]
He is an older man with a furrowed face, a cleft chin and wears glasses. He likes to sit out of the sun.
Hauka asks him to review a farmers papers, and discusses how to tax them as a smuggler. When Lift passes him, he drops his folders.
