A lighteyes is a person with lightly colored eyes such as blue or green. In Alethkar they form the nobility. They are of higher rank than darkeyes. A lighteyes of notable rank is called a Brightlord.
All lighteyes are not equal, however. There are ten different levels, or 'dahns', of lighteyes. For example, the King and the Highprinces are considered to be 'of the first dahn'.
A similar system is used to classify darkeyes. Instead of 'dahn', however, they use 'nahn'. A darkeyes of the first nahn can actually be more influential and wealthy than a lighteyes of the tenth dahn.

Becoming a lighteyes
It is known that if a man wins a Shardblade he becomes a Lighteyes; his eyes become light.[1]
Kaladin's eyes change during his fight to save Dalinar, although they changed back afterwards.[2]
Hoid thinks that he should be amused by the import put in the color of the eyes, however he reflects that there is a good reason for this.[3]
It might be that the reasons are that the Knights Radiant all were using Surgebinding and Shards, and thus all had light eyes even if they didn't have them at birth.
