Kwati is a corrupt Minister at the Purelake[1]

Appearance and Personality

Minister Kwati is a tall and beefy man speaking Azish in a grumpy way. He wore a Marabethian wrap and an Azish coat on the day he was killed.[1]

History

Minister Kwati was in charge of maintaining the prison facilities at the Purelake where criminals from all across the region were held. He kept most of the money he got to do this for himself.[1]

When his prisoners escaped the nobleman sent a message via spanreed to the Skybreakers, asking them to kill the criminals. Once they arrive he complains that it took them too long.[1]

After Szeth finds and kills one of the escaped criminals he returns to the town, takes a look at the prison, and confronts Kwati. Szeth blames him for the bad conditions in the prison, and accuses Kwati for the escapement. Szeth expects there is also a writ of execution for Kwati because he broke a law by letting the prisoners escape.
