It's more likely that the pure tones are just a specific frequency that Brandon has deemed magical and you can create tuning forks for the different frequencies. We don't know if it requires Intent, though it's very unlikely that a tuning fork with the correct pitch could already exist if Intent is required. Either way, this is too speculative)

History

The Vriztl Guild, using knowledge passed down via tradition for centuries, developed a method to transfer Light between gemstones by using a tuning fork to vibrate the gems at the right frequency.[2] They guarded the secret very closely, refusing to part with the knowledge even when Navani Kholin, giving a lecture on fabrial mechanics to the coalition of monarchs, pleaded for them to aid the war effort by doing so.[1] During the singer occupation of Urithiru, Navani brought guild members Vrandl and Ulvlk with her as a group followed the Sibling's directions towards one of its nodes.
