Lord Habren is a young member of the Luthadel Assembly on Scadrial.[1]

House Habren was not a particularly important noble house. However, they were distant cousins to the powerful House Elariel, and presumably used that influence to get Lord Habren a seat on the Assembly.[1]

During the election to replace the deposed Elend Venture as king of the Central Dominance, Habren was one of only two votes for Ashweather Cett. The vote appeared to be headed for a deadlock, but Habren asked if he was allowed to change his vote since it was obvious that Cett could not win. After Elend confirmed that changes were allowed before the voting was closed, Habren and Lord Hue switched their votes to Lord Ferson Penrod, ensuring Penrod's victory.[1]
