Tepper was a skaa elder from the Tresting plantation on Scadrial.[1]
The scrawny man is young for an elder, around forty years old, but he talks stern towards Kelsier, blames him for the beatings that day and calls him a troublemaker. Just the mention of Kelsier's inappropriate business is enough to shock him. He is conservative and initially doesn't want to get involved with a rebellion, but when they see Lord Tresting's burned mansion the next day Mennis convinces Tepper to gather the skaa and travel to the Arguois caverns so they can join the rebels there.
