Tepper was a skaa elder from the Tresting plantation on Scadrial.[1]
The scrawny man is young for an elder, around forty years old, but he talks stern towards Kelsier, blames him for the beatings that day and calls him a troublemaker. Just the mention of Kelsier's inappropriate business is enough to shock him. He is conservative and initially doesn't want to get involved with a rebellion, but when they see Lord Tresting's burned mansion Mennis convinces Tepper to gather the skaa and travel to the Arguois caverns so they can join the rebels there.
