Basin Bill is a resident of New Seran on Scadrial. He owns an establishment called Basin Bill's Old Time Pub & Playhouse.[1]

In 342 PC, Bill placed an ad in The New Ascendancy broadsheet seeking adventurous people to join him in seeking lost cities of the Final Empire. Bill believed that hundreds of these cities survived the Final Ascension, and that anyone who found them could become rich and famous by salvaging magical artifacts and other valuable items. Interested parties were instructed to apply at Bill's pub.[1]

By the year 348 PC, Bill also operated an agency called Basin Bill Tours and advertised in The Two Seasons of Bilming offering trips to the Sovereign's temple. These included daily re-enactments of Waxillium Ladrian's discovery of the Bands of Mourning by Penelope Portreau and Trevva Cett-Venture and an optional day trip to local hot springs.[2]
