Thomton Delacour is possibly a fashion designer or tailor in Elendel on Scadrial.

Wayne told a boatman who questioned his Roughs coat that his outfit was actually couture designed by Thomton with a 'northern outlands inspiration'.[1] Since Wayne was posing as an indignant noble, it is possible that he made up the name on the spot to help mislead the boatman.
