Basin Bill is a man in New Seran who puts out an ad in The New Ascendancy broadsheet. He is searching for cities from before the Final Ascension, and in his ad he tells people of the wonderful riches they could find. He owns an establishment called Basin Bill's Old Time Pub & Playhouse where people can apply.
