Foil is an unknown entity in the cosmere that lives deep in an ocean.

He communicates with Khriss and claims that his goal is to master the aethers. He has engaged Khriss in scholarly debate regarding certain aspects of Investiture; she does not dismiss his theories, which suggests that he is exceptionally knowledgeable about the cosmere. Khriss believes that Navani's method of creating anti-Investiture proves that Foil was wrong about a specific disagreement they had related to Command and Intent. She thinks that Foil should be swayed towards her position on the subject, especially if he truly wishes to control the aethers.

Foil might be Khriss's name for Xisisrefliel, with both figures living at the bottom of an ocean, and devoting themselves to the study of the aethers. Foil is also close to the end of Xisis' name, -fliel. This, however, is not confirmed.
