Ruling Arbiters

A council of five arbiters from the same Faction as the Emperor are responsible for much of the ruling of the Rose Empire.Cite error: Invalid <ref> tag; refs with no name must have content They are some of the most powerful people after the Emperor in the Empire.Cite error: Invalid <ref> tag; refs with no name must have content If the Emperor is replaced from another Faction, these five arbiters lose their position in the ruling council. Prisoners on the death row can ask for arbiter intervention. If the arbiters agree, their cases are seen before the ruling arbiters.Cite error: Invalid <ref> tag; refs with no name must have content If the Emperor is in a period of mourning, he may not speak to anyone other than the ruling arbiters.
