"Bloody Tan" was a criminal living in the Roughs on Scadrial.
Wax and Lessie were charged with bringing Tan to justice, and found him holed up in Feltrel. During a confrontation, Tan captured Lessie and used her as a human shield against an armed Wax. As Wax attempted to shoot Tan during the standoff, Tan somehow managed to pull Lessie in the path of Wax's bullet, killing her.
