Ash was the Lord Ruler's attempt to protect the world from the sun by blocking some of its light. It was a black, flaky substance produced by the volcanoes or ashmounts.[1]

Left unchecked, ash would quickly cover the world. However, while the Lord Ruler held the power at the Well of Ascension, he attempted to mitigate the bad effects of the ash by re-engineering the the flora and fauna of Scadrial to live with and break down the constant influx of ash.

Most of Ruin's efforts after his release were to get the ashmounts to produce more ash.
