The Tranquiline Halls were the highest, most glorified tier of the universe according to Vorinism. Below the Tranquiline Halls were Roshar and Damnation.
The Tranquiline Halls were said to be the original homes of the humans on Roshar before the Voidbringers attacked and threw them from there down to Roshar. According to Vorinism humans using skills gained by following their Callings in life will fight the Voidbringers and regain glory in the Tranquiline Halls.
