How is crem generated/where does it come from?

Right now, the page says it falls during highstorms; as for where it ultimately comes from, I'd guess that might be part of Cultivation's influence, but I'm not aware of any sources for that and the 17th Shard forums or Discord would be a better place for any discussion. If you do find any other sources or information, feel free to add them to the page.
