That's a little out-of-world, since what it's really seems to be saying is "the only time the word 'skaa' has been used in the books since the Catacendre"; the word appears in the Words of Founding anyways, so I imagine it does exist in whatever the more common language is, if that's more the point being made

The skaa were effectively created by the [[Lord Ruler]] when he forcibly divided the people of the world. Skaa were believed to be descendants of the people who did not support the Lord Ruler during his rise to power, unlike the [[:Category:Nobles|nobles]].{{book ref|tfe|19}} However, it is later revealed that skaa were created during the Lord Ruler's [[Ascension of the Lord Ruler|Ascension]], when the he altered the physiology of people. The majority of the people he changed became skaa; built to be shorter, hardier, and more fertile.{{epigraph ref|mb3|25}} These physical differences were small, and have mostly been erased by noble and skaa interbreeding over the thousand years of the [[Final Empire]]'s history. All skaa [[Allomancer]]s are the result of noble and skaa blood mixing during some point in the person's heritage.{{epigraph ref|mb3|62}}
