It uses {{t|toponym}} to generate a link and the category is either <code>[[category: {{[[template: demonym|demonym]]|plural=y}}]</code> or <code>[[category: {{{2}}} of {{[[template: toponym|toponym]]|{{{1}}}|}}]]</code>
If you wish to tag as a toponym use {{t|place tag}}, if you wish to tag a demonym use <code>{{[[Template: demonym tag|demonym tag]]}}</code>
