The only known permanent inhabitants of the Shattered Plains are the [[Parshendi]]. The ten valleys are currently occupied by various [[Alethi]] armies fighting the Parshendi under the [[Vengeance Pact]].

The Parshendi are residing in the ruins of [[Stormseat]], which they call [[Narak]].
