The only time he's ever spoken of Tanavast was to Jasnah, where he complements him, and what this sentence must be referring to is Wit's conversation with Dalinar, telling him he was not someone Dalinar could trust, and that he would watch the world crumble to further his goals, not that he would allow Tanavast's death.
