The '''obligators''' are a bureaucratic organization of people that the [[Lord Ruler]] created in order to take care of the many facets of the [[Final Empire]]. The obligators were organized into [[canton]]s that took care of the different needs of the [[Final Empire]] such as the [[Canton of Resource]].

The obligators would have be called in to witness or aprove of anything significant going on in the [[Final Empire]]. They were needed every time a deal was made between nobles and were often called to witness more mundane things.

In addition to their bureaucratic functions the obligators served as the [[Lord Ruler]]'s religious leaders. They would teach the [[Lord Ruler]]'s religion to [[skaa]] and noblemen alike.

Obligators are notable in having a deep faith in the religion surrounding the [[Lord Ruler]] and having intricate tatoos around their eyes the significance of which is unknown.
