Newcago is one of few locations left in Americaamerica that still has running water, infrastructure, electricity, food, and a police force. Even though it was ruled under the oppressive regime of Steelheart, people flocked to it, even if they lived in poor conditions. The police force is known as Enforcementenforcement and is heavily militarized.

Newcago is also the base of operations for Steelheart'sSteelhearts 3 main subordinates, Firefight, Conflux, and Nightweilder. The city was kept in perpetual darkness, except for the light form calamity, by Nightwielder before he was killed during the Steelheart hit.
