== History ==
 
Immediately after the Catacendre, Spook became the leader of the entire known population of humanity as they started building the city of Elendel. He became known as the Lord Mistborn. Some version of the Senate was initiated during his rule, and official records state that after a century of leadership, one day he simply left.
 
Since then, the current system of three-branch government settled into its current state.
 
Around the year 342, civil unrest was growing in the city (aided, it turned out, by factions looking to destabilize the government). Governor Innate declared martial law and appointed a Lord High Constable, Aradel, who was one of the chief constables. At the culmination of the riots, during a political speech by the Governor that was completely failing to defuse the situation, Aradel used his authority to arrest Governor Innate on charges of corruption, and deputized the angry mob to help him go around the city arresting suspected co-conspirators. Though Innate hanged himself in his cell before he could face charges for his alleged crimes, many powerful nobles were found guilty. The population appeared to accept this as proof that the government was changing, and the Senate elected Aradel to be the new Governor, notably the first one ever without any noble lineage.
 
Within a few years, Elendel found itself needing to defuse a possible civil war with surrounding cities which accused Elendel's government of unfair taxation to maintain its authority. While this was happening, the Basin learned of the existence of the Southern Scadrians. Formal first contact with them was conducted by Governor Aradel. As yet, it is unclear what impact this will have, either on Elendel's power in the region, or on the animosity the outer cities feel towards Elendel.
 
== GovernmentPolitics ==
The government of Elendel is a partially democratic republic unitary government. Though it has little legal authority past civic borders, its financial hegemony makes the surrounding provinces almost powerless, leading to tension between them and the capital.
 
=== Executive ===
The leader of the Executive Branch is the Governor. The Governor is elected by the Senate, over which he presides{{book ref|mb5|6}}. The Governor is assisted in his duties by an Executive Staff. Known Executive Staff positions include the sanitation director, minister of trade, secretary of education, and minister of public affairs. The governor has the authority to declare martial law, a strong implication that, like on Earth, law enforcement is considered within the penumbra of the executive branch. As such, they will be covered here.
 
==== The Constabulary ====
In the novels, Lord Waxillium Ladrian is granted a "city-wide deputized forbearance" in the Constabulary, though what specifically this means is a little confusing. In the broadsheets of Shadows of Self, it's said that the decision was that of the Fourth Octant constables, yet Constable-General Brettin said that he had to ask the Senate for it. Presumably, then, the decision is made by the Constabulary, but must be approved/ratified by the Senate, though whether this goes before the full Senate or is handled by a sub-committee is unknown at this time.
 
The forbearance gives him the right, apparently city-wide as the name implies, to act as a lawman, investigating crimes and making arrests with the authority of the Elendel Constabulary.

There appears to be something of a dearth of people with metalborn traits among the constables. When a metalborn suspect was brought in, the Constable-General had to call in a Leecher from a different precinct. The Fourth Octant precinct only has two coinshots, and both were dubbed "contractors" by Marasi, who implies that such people are either paid a lot for their services, or are somehow loaned by a Noble House. {{book ref|SoS|15}}

As first contact with a foreign nation was just established, it's unknown what the Basin's broader foreign policy is going to end up being. The very first meeting happened to include a Senator, but the first official meeting seemed only to involve the Governor in any official capacity. A rough trade agreement has been hammered out, partially in the hopes of defusing potential hostilities.
