==Ruling Arbiters==
A council of five arbiters from the same Faction as the Emperor are responsible for much of the ruling of the Rose Empire.{{book ref|b|tes|day|2}} They are some of the most powerful people after the Emperor in the Empire.{{book ref|b|tes|day|30}} If the Emperor is replaced from another Faction, these five arbiters lose their position in the ruling council. Prisoners on the death row can ask for arbiter intervention.
