It's more likely that the pure tones are just a specific frequency that Brandon has deemed magical and you can create tuning forks for the different frequencies. We don't know if it requires Intent, though it's very unlikely that a tuning fork with the correct pitch could already exist if Intent is required. Either way, this is too speculative
