On further consideration of some other passages, it seems likely that quote is an error (or a misunderstanding on Philen's part) and Elend holds an eighth noble seat on the Assembly separate from the kingship (and his vote is derived from that seat, not the kingship)

== Structure and Powers ==
The Assembly consists of seveneight [[noble]]s, eight [[skaa]] workers, and eight merchants. Elend set up this structure so that the common people would be able to outvote the nobles. In practice, however, the merchants held themselves separate from and above the other skaa.
