The Valley was located in the mountains that divide Emul and Greater Hexi. It was said that The Nightwatcher resided there who is conncted to the Old Magic. Many people, even Alethi nobility went there to seek a boon and a curse from The Nightwatcher.

So on Roshar '''Damnation''' was the place where those were sent after death who didn't deserve joining the '''Tranquiline Halls''' and therewith it was the counterpart to the Tranquiline Halls.
