He knows the city is lost and gives the order to abandon the city and escape to Urithiru. He goes into the control room and tells Shallan to activate the entire platform; they must escape. She's hesitating because Sja-anat told her that the Fused allowed them to get here to spring a trap. He tells her to activate it anyway.
