Riino is an [[Elantrian]], and as such, has all the associated powers, including functional immortality, healing, and the ability to use [[Aon]]s.{{book ref|elantris|4}} He seems capable of functioning as an Elantrian at a considerable distance from [[Sel]], without the [[Dor]] channel that the [[Ire]] used backuse in the days of the [[Final Empire]].{{msh ref|5|2}}{{book ref|sa3|97}} How he achieves this, and whether it's something available to all Ire at the time of the [[True Desolation]], is unknown.

Riino is a [[worldhopper]], having traveled at the very least from Sel to Roshar. He also may have been to [[Nalthis]], as he mentions [[Heightening]]s, though the word may have just entered into general worldhopper parlance. In addition to referencesreferencing Heightenings, he also mentions being [[Investiture|Invested]] and [[Surgebinding]], indicating he is at least somewhat aware of the [[cosmere]].{{book ref|sa3|97}}

Riino becomesbecame an Elantrian at some point before the [[Reod]]; he eventually becomesbecame a Hoed, repeating a mantra of "Beautiful, once so very beautiful...", referring to the lost beauty of Elantris and the Elantrians.{{book ref|elantris|4}} He survivessurvived until [[Raoden]], ten years after the Reod, realizesrealized what his mantra meansmeant and attemptsattempted to get information on [[AonDor]] from him. In actuality, he iswas transported to the [[Cognitive Realm]], where; he seemssomehow tosurvived recoverthe dangerous conditions in the area,{{wob ref|8241}} eventually recovered his mind, and later became a member of the [[Ire]].{{wob ref|11822}} EventuallyLater, he takestook up a post at a lighthouse on the Rosharan subastral of the Cognitive Realm, in the [[Sea of Lost Lights]]. He settlessettled there for a specific reason, and though he iswas a member of the [[Ire]],{{wob ref|11822}} his purpose isthere was unrelated to the [[Ire]]'s overall goals.{{wob ref|13060}}

When [[Kaladin]], [[Shallan]], [[Adolin]], their spren, and [[Azure]] accidentally enterentered Shadesmar, their travels bringbrought them to Riino. Kaladin attemptsattempted to sneak up on Riino, who detectsdetected him anyway. Riino introducesintroduced himself as the "Rii Oracle" and offersoffered to tell Kaladin's fortune during a [[highstorm]], using a large globe filled with what appearsappeared to be [[Stormlight]]. When Kaladin touchestouched the globe and hashad a vision of his own, Riino iswas surprised, and managesmanaged to guess how Kaladin hashad access to the Investiture required to cause that effect.{{book ref|sa3|97}}

When the rest of the group arrivesarrived, Riino negotiatesnegotiated prices with them on supplies, and helpshelped them get a ship to [[Celebrant]].{{book ref|sa3|97}} He eventually dropsdropped them off into the care of the [[Reacher]]s and returnsreturned to his lighthouse, having apparently decided that the matter iswas no longer his concern.{{book ref|sa3|99}}
