Immediately after the Catacendre, Spook became the leader of the entire known population of humanity as they started building the city of Elendel. He became known as the Lord Mistborn. Some version of the Senate was initiated during his rule, and official records state that after a century of leadership, one day he simply left.

The leader of the Executive Branch is the Governor. The Governor is elected by the Senate, over which he presides.{{book ref|mb5|6}}. The Governor is assisted in his duties by an Executive Staff. Known Executive Staff positions include the sanitation director, minister of trade, secretary of education, and minister of public affairs. The governor has the authority to declare martial law, a strong implication that, like on Earth, law enforcement is considered within the penumbra of the executive branch. As such, they will be covered here.

There appears to be something of a dearth of people with metalborn traits among the constables. When a metalborn suspect was brought in, the Constable-General had to call in a Leecher from a different precinct.
