Constable Brettin is the Captain of the Fourth Octant constabulary precinct. He is a terse man who sees Lord Waxillium Ladrian as a nuisance, despite his heroic feat at the Yomen-Ostlin wedding party where no civilians died on his account.

He is later tricked by Wayne in disguise into letting the Vanisher prisoners be interrogated.
