The True Desolation is mentioned throughout the Way of Kings, the first book of the Stormlight Archive. It appears that the True Desolation will be somehow different from the previous hundred Desolations that were said to have occurred.
Both Kaladin and Dalinar Kholin have visions where they are warned that the True Desolation comes.
The Oathpact has been broken by the Heralds. Talenel'Elin tried to uphold it but was not enough to do it by himself. Hence why he says that he has failed in the last chapter of the Way of Kings. Now that the Oathpact has been broken it leaves the possibility for a "True Desolation" to occur.
