The Seventeenth Shard has a non-interventionist policy when it comes to the planets and Shards.{{wob ref|1735}} They believe that the Shards split up for a reason and they shouldn't interfere in bringing them together. They watch the planets but do not approve of getting involved or assimilating into another planet's society. They believe interfering will merely exacerbate the conflicts between the Shards.{{wob ref|1564}} While they have goals beyond chasing down [[Hoid]], those goals are not yet known.{{wob ref|7910}}

: The Seventeenth Shard has an antagonistic relationship with Hoid. Because of their non-interference policy, they do not approve or agree with Hoid's actions on various planets. They are worried and believe his actions will interfere with their overall goals.
