Appearance & Personality
Noorden had the eye tattoos of an obligator of fairly high rank. Noorden may have been a member of the Steel Ministry but his attitude is atypical of an obligator. Noorden was extremely loyal to Elend Venture as well. He once even offered to stay silent about a legal technicality that would allow members of the Assembly to alter their votes on the new king so Elend would be able to take the throne once again.
