Ash is a the product of the Lord Ruler's attempts to protect the world from the sun. It is a black gritty substance produced by the volcanoes or ashmounts.
Left unchecked ash would quickly cover the world, however while the Lord Ruler held the power at the Well of Ascension he attempted his earlier blunder by re-engineering the biology of the flora and fauna of Scadrial to live with and break down the constant influx of ash.
