The scrawny man is young for an elder, around forty years old, but he talks stern towards [[Kelsier]], blames him for the beatings that day and calls him a troublemaker. Just the mention of Kelsier's inappropriate business is enough to shock him. He is conservative and initially doesn't want to get involved with a rebellion, but when they see Lord [[Tresting]]'s burned mansion the next day [[Mennis]] convinces Tepper to gather the skaa and travel to the [[Arguois caverns]] so they can join the rebels there.
