His name derives from [[Aon#Rii|Aon Rii]], or Wealth.
In fact, he is transported to the [[Cognitive Realm]] and eventually takes up a post at a lighthouse in [[Shadesmar]]. Riino settles there for a specific reason, though one unrelated to the Ire's overall goals.{{wob ref|13060}} When Kaladin, [[Shallan]], [[Adolin]], and [[Azure]] accidentally enter Shadesmar, their travels bring them to Riino. Kaladin attempts to sneak up on Riino, who--possibly using an enhanced [[Heightening|life sense]]--detects him anyway. Riino introduces himself as the "Rii Oracle" and offers to tell Kaladin's fortune during a [[highstorm]]. He has a large sphere filled with Stormlight that shows Kaladin visions during the highstorm when he puts his hand on it. Riino is surprised that Kaladin can see using the sphere, and guesses how Kaladin has access to Investiture. After Shallan, Adolin, and Azure arrive, Riino negotiates prices with them on supplies, and helps them get a ship to [[Celebrant]].{{book ref|sa3|97}}

Riino is an [[Elantrian]], and as such, has all the associated powers, including functional immortality, healing and the ability to use [[Aon]]s.{{book ref|elantris|4}} He seem capable of functioning as an Elantrian at a considerable distance from [[Sel]], without the [[Dor]] channel that [[Ire]] uses.{{msh ref|5|2}}{{book ref|sa3|97}} How he achieves this is unknown.
He has some sort of ability to predict the future, assisted by some sort of shining globe. Whatever the globe is, it isn't a [[fabrial]], as it doesn't feature a gemstone. While Riino himself mentions that utilizing it requires specific training, the globe can be used by the uninitiated. It requires that its surroundings be highly Invested, which is why Riino uses it only during a [[highstorm]].{{book ref|sa3|97}}
Riino is a worldhopper, having travelled from Sel to Roshar. He seems to be fairly [[cosmere]]-aware, mentioning being [[Investiture|Invested]], [[Heightening]]s, and [[Surgebinding]].{{book ref|sa3|97}}
