The Almighty's relationship to the highstorms is unclear. The name Stormfather is used as the name for the deity that controls, or creates the highstorms. It's probable the Stormfather and the Almighty are one in the same, but it's not specifically addressed. It is possible though that he could be one of the Heralds (specifically Jezrien, as during Kaladin's judgement, it is said, "that Kaladin was to be judged by the highstorm, so as by Jezrien himself."), or someone else entirely. Also, during Kaladin's judgement, he sees a face in the approaching storm that looks malevolent, prompting the belief it could be Odium, but later when he speaks to the face in the storm, it appears to be the Almighty. Also, the visions of Dalinar happen only during the highstorms, and during the final vision shown, it is made clear the Almighty is the one who sent/left the visions. Meaning, even if the Almighty didn't create the highstorms, he has at least used them to his benefit.

At the end of Words of Radiance the Stormfather tells Dalinar, that he is the spren of the Almighty.
"I am his spren, you might say. Not his soul. I am the memory men create for him, now that he is gone. The personification of storms and of the divine. I am no god. I am but a shadow of one."

During Dalinar's final vision, he asks who the person speaking to him is, the person responds, "I am, I was the Almighty, but Odium has killed me."
