The Senate also has the authority to issue citywide deputized forbearances to private citizens which gives them certain authority and responsibility in law enforcement. Constable-Generals are required to honor them.

Judges are appointed by the Governor; it's unknown if they need to be approved or ratified by any body. Most are noble.

As yet, little is known about how the branches interact. There does seem to be basic separation of powers; Rep Innate had to abdicate his Seat on the Senate when elected Governor.

The lands of the Basin and the Roughs appear to operate as an Elendel Hegemony. The main city contains roughly half the population of the known world, and in size dwarfs even the largest other cities. The canals lead exclusively to and from Elendel, so all trade by water must be either to or through Elendel, or to one of the few cities along your own canal. The railroads have historically followed canals, so most train freight must also go through the capital city. Elendel imposes tarrifs on all shipped goods, which results in the Houses and businesses in Elendel being the only ones with the funds to maintain and build railroads, which in turn means they get to keep all goods flowing through them. Actual laws passed by Elendel don't appear to have effect outside the city, and a constable's credentials appear to have less weight, but Elendel appears to rule the basin through finance.
