The arena, an open, sandy area where the priests debate politics, is situated outside the circle of palaces. The political issues of Hallandren are resolved in the court, and citizens who either have reached at least the First [[Heightening]], are influential, or have won a lottery set up for this purpose are allowed entrance to observe the choices being made in the Court Assembly.{{book ref|wb|13}} Since the Returned aren't allowed outside the court, the priests make it their duty to go out among the people, listen, study their issues, and then inform the gods of the people's concerns during the debates, the topics of which are the priests' to decide. The Returned make judgments on such issues when the issues escalate to the point where the gods need to provide direction for the people.{{book ref|wb|16}} These [[Hallandren#Court_Assembly|Court Assemblies]] are held weekly, though smaller judgments are made on a daily basis.{{book ref|wb|8}}
