I don’t think we can say for sure this is Telsin. The Key is only mentioned one in the novel and not in a way that connects her to the title. I think its too much of a stretch to say she is the leader. We know that multiple individuals have different plans going on like Gave who seems to possibly the same rank as Telsin. I think its probable that the Key is an offworlder given someone had to found the organization and Telsin is mentioned as a Sequence in BoM. : I would disagree here as Telsin is framed as the leader of the organisation throughout the novel and this is the Key's goal. As well as that it would seem bizarre for Autonomy to create an organisation like the Set and not place their own Avatar at the top of it. Telsin also mentions that she is above Gave's during a conversation with Wax, (chapter 35 I think.)--[[User:Debarra|Debarra]] ([[User talk:Debarra|talk]]) 12:09, 18 November 2022 (UTC)

I would disagree here as Telsin is framed as the leader of the organisation throughout the novel and this is the Key's goal.
