At some point after the execution of Miles Miles Dagouter, an insane Kandra titled Bleeder, began to go around killing people in Elendel in brutal fashion, garnering herself much attention from citizens and the law. She also killed Governor [[Replar Innate]] and impersonated him, and also blew up a dam, causing economic instability{{book ref|mb5|14}}. Her impersonations were carefully chosen in order to cause instability in the government, and to turn the Survivorists against the Pathians.{{book ref|mb5|22}}
