Rayse is a Shardholder. Though there has been no direct confirmation of which shard Rayse holds, it is widely believed that he is Odium.

Much of the speculation comes from the Part Two epigraphs of The Way of Kings, in which the author of the epigraphs states that Rayse, before taking a shard, was "one of the most loathsome, crafty, and dangerous individuals I had ever met." These epigraphs also state, "He holds the most frightening and terrible of all of the Shards." This, combined with the Almighty's revelation at the end of The Way of Kings that Odium is responsible for his death and the part two epigraph implying that Rayse killed Aona and Skai, two other Shardholders from Sel, form the core of this theory.

Little is known about Rayse himself. There is a possibility that he is originally from Roshar (one of the epigraphs mentions "Three of Sixteen Ruled, but now the Broken One reigns. Odium is almost certainly the Broken One, and Three of Sixteen refers to the shards on Roshar - The Almighty, Cultivation, and (we assume) Odium).
