::I was actually wrong here. While in a few cases Telsin is mentioned as just a leader and it is true that her name and the rank are never used together, she is also mentioned as the leader in the first conversation with Harmony and later in the confrontation at the newspaper office. This does bring up the question of who was the Key before Telsin and why weren't they invested to become the avatar.
