Quellion is a character from Urteau on the world of Scadrial.
Also known as the Citizen, Quellion was in charge of Urteau after the death of the Lord Ruler. Spook was sent by Elend and Vin to gain intelligence on the Citizen.[1] As a government officer in the city of Urteau, he wore red-dyed skaa trousers and work shirts.[2]
Quellion had a bronze Hemalurgic spike in his upper arm until Spook removed it.[3] Via this piercing, Ruin appeared to Quellion in the image of Kelsier.[3]
