Mennis is an elderly skaa from the Tresting plantation on Scadrial.[1]
Kelsier meets Mennis on the Tresting plantation the night that he kills Themos Tresting and frees the skaa there.[1] Later on, after the skaa rebellion's army gets destroyed, Kelsier finds Mennis keeping a group of two thousand skaa soldiers that refused to go fight in the battle that caused the demise of the rest of the army.[2]
